The Strathmore University Institutional Scientific Ethics Review Committee (SU-ISERC) is an independent recognized entity accredited by NACOSTI to evaluate research proposals on both scientific and ethical grounds, encompassing academic and standalone research submissions.

 

Our primary role is to ensure Strathmore University and researchers who choose us, upholds the most stringent ethical standards in research. We achieve this by meticulously reviewing research proposals involving interactions with study participants and data collection throughout the project. Our committee convenes regularly each year, with the primary intention of greenlighting the submitted proposals.

 

Furthermore, SU-ISERC is qualified to assess and sanction research spanning both social and biomedical fields, including but not limited to Basic Research, Clinical Research, Translational Research, Preclinical Research, Health Services Research, Bioinformatics and Computational Biology, Biomedical Engineering, and Public Health Research.

 


 

Functions of the SU-ISERC as accredited by NACOSTI

 

To maintain ethical standards and assure quality in the Research Systems (defined as Research, Science, Technology and Innovation-RSTI) by reviewing, recommending, monitoring, recording, and adjudicating submitted research proposals and ongoing

research by individuals or teams, as pertains to relevant ethical, legal, scientific, safety, health, security and social issues specified in the STI Act,

 

To maintain a database of Researchers by registering and maintaining a database of Researchers in their institution and affiliated institutions as per provisions of the STI Act, and submitting reports to NACOSTI on the same,

 

 To document the state of Research Systems within jurisdiction, by continuously collecting and collating relevant information and data, and submitting a report of the same to NACOSTI. In this regard, it may be noted that one of the “NACOSTI Conditions

of Research License” is that the “Relevant Institutional Scientific and Ethical Review Committee (ISERC) shall monitor and evaluate the research periodically, and make a report of its findings to the Commission for necessary action”.

 

To guide in the protection of IP Rights, and Technology adoption by liaising with the Institutional Intellectual Property Management Office and Researchers to identify potential intellectual assets, as well intellectual property rights that need protection and commercialization based on Research findings/outcomes. To facilitate implementation of this requirement, the “NACOSTI Conditions of Research License” requires that;

 

➢ The Licensee  shall disclose to the Commission, the relevant Institutional Scientific and Ethical Review Committee (ISERC), and the relevant national agencies any inventions and discoveries that are of National strategic importance, and further,

 

➢ The Commission shall have powers to acquire from any person the right in, or to, any scientific innovation, invention or patent of strategic importance to the country as per provisions of STI Act 2013 (Rev. 2014) Section 6(2)(c)

 

To take disciplinary action or legal action or termination action on research misconduct or the occurrence of adverse event by instituting appropriate action on Research Team leaders of any research project or Researchers that have breached approved protocols or regulations or laws or ethical standards, as well as action because of adverse events or close out reports for studies.

We have fifteen committee members and a pool of reviewers who review and ratify proposals submitted by both students and independent researchers worldwide. The secretariat supports the review process from triage, submission, review, and approval process.

Types of Submissions

New/Original Study: This is a proposal going through an initial review on the RHInno platform.

 

Documents Required:

 

  1. Cover letter listing all submitted documents(Mandatory)
  2. The proposal, including the declaration page signed by the Supervisors(Mandatory)
  3. Participant Information Sheet and consent form(the letter of introduction is not sufficient)(Not applicable to Desktop studies)
  4. Study Budget(Mandatory)
  5. Study tools to be used i.e. questionnaire, FGD guide, etc. 
  6. The CV of the applicant/researcher/Principal Investigator(Mandatory)
  7. Evidence of payment ( kindly note, that documented evidence of payment should be sent to this email address)(Not applicable to SU Studies)
  8. GCP or Ethics Training Certificates
  9. Plagiarism Report (Mandatory)

 

Study Amendment: This pertains to any modifications to a SU-ISERC-approved research study, including changes in recruitment and data collection procedures, research personnel, sponsor or funding agency, project study site, study design, or any alterations to the informed consent.

 

Study Extension/Re-approval:  All ongoing or active studies are required to secure re-approval after one year.


Progress report: This is an annual report provided detailing activities carried out within that specified reporting period.

Frequently asked questions (FAQs)

The Principal Investigator (PI) is the person in charge of the research project and is responsible for the conduct of the study. e.g. A student carrying out their academic research study is a PI

The ethical review process is an evaluation carried out to scrutinize the ethical aspects and considerations of research projects that involve human participants.

Ethical approval should be obtained prior to the commencement of any data gathering activities. For students, this usually takes place after the defense of their research proposal.

We do not directly assist in obtaining a NACOSTI permit, but we can guide you to the appropriate online platform for application.

The standard review process typically takes around 14 business days once the project has been allocated to a reviewer for evaluation.

For an expedited review, it usually takes between 4 to 5 business days after the project has been assigned to a reviewer. This is determined off of our SOPs.

We don’t assist with securing introductory letters; that is generally handled by your class administrator.
